december 33 1940 honorable mayor and city council gentlemen the range civic association at a recent meeting unanimously endorsed the proposal of commencing community forests in the section of this state embraced within its membership such endorsement took place only after the details of such a project were throughly investigated by its rehabilitation committee it was not so long ago that our section of the state was one of the leaders in the nation in the lumbering industry we are ail too well aware that the steepening decline of this industry in our communities was caused chiefly because of mi smana genie nt and lack of application of conservation principles it is not too late to revive this industry nor is it too late to hope that ih the future years some stability will again be attached ?Çó to employment in our region technological and labor saving devices in the mining industry make it ever more essential that our broblems of un employment be solved through other channels of industry limitations on levies ana budgets valuation reductions and the continual threat of fur ther reductions makes it not only necessary but imperative that our people help themselves in this crisis of unemployment rather than invoke the need of a subsidy which at its best can only temporarily solve the problem it is thought of the range civic association that every munici pality village and township in this area should take immediate steps to start a community forest once the attitude of our people has shifted from one of gloom ana antagonism to one of affirmative action and optimism in our section then we may expect a change in our status from a stranded popu lation group to a group that is banded together to find for themselves ways and means of further employment i believe that the commencement of mu nicipal forests will make just this needed change and we call upon you leaders of your community to assist your people in starting this movement ?Çó you will find enclosed a brief outline of the procedure for th e establishment of a community i?orest as compiled by our rehabilitation com mittee we ask that this matter be presented at your meetings and at the meetings of all your civic groups the rehabilitation commit teee has at its disposal the talent and services of every conservation unit which is necessary to carry out such a project ana you can be assured that should the idea be acted upon favorably by your community that our committee will give you all the aid that is humanly possible
