This plat book was drawn from actual surveys and county records and includes Olmsted County, the individual townships, cities, towns, a patron's directory and a table of distances for the county. Township maps show the property owners, location of roads, railroad tracks, schools, rivers, farm houses, cemeteries and mills.
Map shows names of property owners surrounding Lake Minnetonka, naming Lake Minnetonka bays, communities and neighboring lakes. Color was added to designate townships. Sections are numbered. Map is bordered by advertising from local businesses. This map, matted and framed under ultraviolet-protecting glass, is dated 1879.

Map shows of the condition of the St. Anthony Falls Apron, made up of old oak planking (1877), new oak planking (1885), and new pine planking (1885). Some of the planking is quite worn and damaged by ice and lumber. "Note: Outline of Apron, etc. is from surveys of 1874-76. Soundings reduced to low-water plane of April 4, 1883."

Volume IV includes the west side of the City of Saint Paul, South Saint Paul, and South Park. Maps are listed on numbered pages, 331-392. There are a total of 31 maps. Each map is composed of two pages; each page is 69.215cm (vertical) x 50.8cm (horizontal). The contents page shows a Revision Chart written in pencil. Changes are noted by item number, date of revision and signature of the individual who entered the revision. Revisions to the maps are in the forms of pieces of paper cut to the proper outline of the buildings and pasted onto the map for the designated location. There is a Key Chart to the signs used in Rascher's Maps. Various colors identify types of structures. Other signs and symbols are provided that indicate insurance related information. There is an additional index page dated May 1895. This volume also provides detailed maps of the Minnesota Packing & Provision Co, and the St. Paul Union Stock Yards Co. both located in South Saint Paul. These are found on pages 387 and 388.

From the map: "The location of dominating features of the report are shown, namely, the Main Axes, the Circumferential Rings, the Civic Administrative and Transportation Centers, the River Front, and the Park System. The last named largely exists, as shown by green color; orange represents proposed parks, parkways or playgrounds. The function of the City Plan of Minneapolis is the logical completion of the existing system." This map corresponds with the published book, Plan of Minneapolis, prepared under the direction of the Civic commission, MCMXVII, by Edward H. Bennett, architect, 227 pages, 1917.
